Reporting to the Information Systems Application Specialist (ISAS), the Prosecutorial & Disclosure Coordinator (P&DC) provides specialized support for major investigations as a member of the disclosure team. They work on investigations that target the most serious crimes which are often high profile or high risk, but nevertheless very interesting.

In preparation for disclosure, the P&DC will review all operational information associated to an investigation to determine what information is exempt from disclosure, and/or be subject to delayed disclosure, by applying principles, practices, policy and legislation such as the Canadian Charter of Rights and Freedoms, the Criminal Code, the Canada Evidence Act, the Privacy Act, rules of privilege, RCMP policy and case law.

In some instances, the P&DC may be tasked to assist the ISAS with the start-up of new investigations. This could happen at the home unit during work hours, or after hours they may be required to travel with the investigative team to a local detachment to keep up with the urgent demands of these high paced investigations. The nature of the business is such that call outs often happen with very short notice. This is a great development opportunity for those that aspire to promote to an ISAS position in the future.

This position may be subjected to highly sensitive and confidential information and some of it could be of a graphic nature that may have a strong emotional impact. Graphic material may include, but is not limited to, murder scenes and assault victim(s), autopsy photos, audios and material relating to child exploitation investigations.

Intent of the process

Anticipatory.
This inventory will be used to staff positions at BC RCMP Headquarters in Surrey, as well as Kelowna, Prince George, Nanaimo, and Victoria.

A qualified pool will be established and may be used for future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

A secondary school diploma OR an acceptable combination of education, training and/or experience.

1. Recent experience* using computer applications, including word processing, spreadsheets and relational databases.
2. Recent experience* using advanced features of Adobe Acrobat Professional, such as merging and splitting documents, batch processing, creating bookmarks and links, creating and editing markups and comments.
3. Experience editing digital audio and video files such as removing or distorting sensitive information.
4. Experience in delivering presentations and/or training to a variety of audiences.

*Recent experience refers to experience obtained within approximately the past 2 years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

1. Recent experience* using Major Case Management software applications, for example Evidence & Reports, SUPERText, Powercase, PRIME Case Management.
2. Experience using police databases such as PRIME, CPIC, JUSTIN, etc.
3. Experience in applying the Freedom of Information and Protection of Privacy Act to vet information requested by third parties.
4. Experience working in a regulatory or paralegal environment.
5. Experience providing software application training to others.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.
