Job Description

Scope of Work:
– To provide project management support to the Aerospace Engineering Test Establishment team (AETE), who will be assigned as an Engineering Flight Test Rationalization (EFTR) Initiative Coordinator, in support of the Aerospace Engineering Test Establishment.
Duties:

  • Review and amend as required, the EFTR Master Implementation Plan (MIP) and EFTR Concept of Operations (CONOPs);
  • Guide the relevant SMEs through the execution of the EFTR MIP;
  • Participate in and provide advice and recommendations in the development, drafting and negotiations of a Memorandum of Understanding (MOU) between National Research Council (NRC) and the Department of National Defence (DND) for the provision of Flight Test Instrumentation and other support, as deemed necessary by AETE leadership;
  • Participate in periodic reviews of the existing MOU between Transport Canada and the DND for provision of aircraft for proficiency flying and aircraft maintenance support and provide advice and recommendations to AETE leadership on the same;
  • Participate in development of the 14 Hangar Renovation Design with personnel from Assistant Deputy Minister (Infrastructure and Environment) (ADM(IE)), Defence Construction Canada (DCC) and the architectural consultants and provide recommendations and advice to AETE Leadership;
  • Coordinate the fit up / equipping of 14 Hangar to ensure the hangar will be ready for occupancy once the renovations are complete. This will include coordination with government organizations within and external to the DND;
  • Coordinate support to meet the requirements of AETE personnel operating out of the Interim Offices at 285 Coventry Rd. This will include coordination with government organizations within and external to the DND;
  • Manage the EFTR Initiative using project management best practices addressing scope, cost schedule, risk, and communications management;
  • Provide specialist input to RFPs, MOUs, Service Level Agreements and contractual documentation;
  • Participate in review meetings, discussions and propose advices/solutions to EFTR management;
  • Liaise with stakeholders for matters affecting EFTR;
  • Prepare reports, summaries and contract reports to document and record work / initiative reviews performed and identify conclusions and recommendations;
  • Requirements:
    – must have post-secondary education degree from a recognized university in a technical discipline such as aviation, science or engineering.
    – must possess a valid Project Management Professional (PMP) qualification from the Project Management Institute (PMI) or equivalent qualification.
    – must have implemented large projects with military, aviation, and infrastructure aspects, where the Resource was responsible for the development of project documents, risk mitigation plan, project budget and project reports (status and progress) to Senior Management.
