Reporting to the Manager, Financial Services, the Senior Budget Analyst (Analyst) is part of a small Iqaluit-based team that provides a range of administrative, operational, and advisory services to promote and enable the smooth and accountable operations of the Government of Nunavut’s Department of Finance. Headquartered in Iqaluit, and with active regional operations in Rankin Inlet, Cambridge Bay, and Igloolik, the Department of Finance exists as a central agency of the Government of Nunavut (GN).
The Corporate Services division helps achieve this vision by supporting the day-to-day administration of the department itself. By leading, coordinating, and otherwise taking on many of the essential tasks related to departmental operations, the division—particularly its Human Resources and Financial Services teams—enables other divisions to focus on their own deliverables. The Corporate Services division also hosts the GN’s risk management team. Within this team, the Analyst helps carry out various financial and budgeting tasks with a high degree of client-service and professionalism. The Analyst plays a key role in helping the department’s directors and other budget managers: identify teams’ financial needs; develop and understand detailed budgets; monitor and report on these budgets over the year; and identify issues and take steps to improve accuracy and accountability.
Working closely with the Director, Corporate Services, the Manager, Financial Services and others, the Analyst is responsible for assembling and maintaining the Department’s detailed budgets, accurately reports the department’s budget and financial activities, helps accurately maintain and improve the accuracy of the department’s budgets, and helps advance the department’s financial operations. The Analyst also helps administer the department’s Centrally Administered Funds and helps improve the department’s budgeting and financial operations by helping others in the department improve their own knowledge, skills and familiarity with budgeting.
The knowledge, skills, and abilities required for this job are usually obtained through a post-secondary degree in business administration, finance, public administration, or relevant field, from a recognized institution, plus three (3) years’ experience in a field related to finance, budgeting, accounting, or similar, with a preference for public sector experience. Completion of a professional designation related to accounting would be a significant asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
