Role Responsibilities
Reporting to the Director of River Engineering and Technical Services, the River Forecast Manager oversees a group of approximately 11 highly specialized technical staff responsible for delivery of the provincial river forecast program. The River Forecast Manager contributes to the safety of Albertans by ensuring accurate current and future river and river ice condition information is available. Through the direct supervision of provincial river and river ice forecasters, this position is responsible for all forecasts produced by the River Forecast Centre, which are used by various areas within government, as well as municipalities, private industry and the public. The manager builds and maintains effective relationships with emergency management groups as well as other key internal and external stakeholders such as water infrastructure operations, water monitoring, the federal government, local authorities, community groups and Indigenous communities. This position also contributes to decisions related to water supply, flood mitigation, drought management, and emergency response planning.
Responsibilities include:
• Directing the creation and delivery of timely water forecasts for open river flood, low flow, and natural flow conditions, as well as for river ice situations. This includes issuing flood advisories, watches and warnings, as appropriate.
• Supporting the Alberta Emergency Management Agency's Provincial Emergency Coordination Centre (PECC) and the Ministry's Department Coordination Centre (DCC), including the assessment and interpretation of flood information before and during a flood.
• Overseeing the production of seasonal water supply outlook forecasts, for water/drought management, irrigation, and water infrastructure operations purposes.
• Ensuring quality assurance and control of near real-time precipitation, water level and flow data, to support River Forecast Centre operations as well as ensuring public availability of this data through various websites and apps.
• Overseeing the continued support and development of the Alberta River Forecast System-Flood Early Warning System (ARFS-FEWS), WISKI, the emergency manager portal, and advisory creator.
• Supporting the provincial administration of the Canada-Alberta Agreement on Hydrometric Monitoring.
• Enhancing strategic relationships and partnerships, both internal and external to government.
