We analyze complex situations and recommend the best approach to resolve issues for the clients, focused on the best interests of the department.

We collaborate closely with bargaining agent partners in an effort to find solutions to complex scenarios.
We provide valuable input into process improvement and client service delivery.
We have a high volume of cases and that does mean that our LR Teams are busy, but it also means that we have a repertoire of templates, case files and guidance documents that serve as an invaluable source of reference information as you learn to handle any case that comes your way.
We support collaboration across various Human Resources disciplines while managing labour relations files.

Intent of the process

This inventory will be used to fill current and future vacancies in labour relations with employment tenures, language requirements, security requirements and work locations that may vary depending on the needs of the positions being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:

1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, , who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, . The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

EXPERIENCE:

EX1: Significant* experience in conducting research and analysis in a human resources discipline.
EX2: Significant* experience in providing options and recommendations to clients in a human resources discipline.
EX3: Significant* experience in the application of acts, regulations, policies, and standards related to human resources.

* Significant experience is defined as the depth and breadth normally acquired through the consistent performance of the duties for a period of at least two years.

ASSET EXPERIENCE:

AEX1: Experience in providing advice and guidance to management on labour relations matters such as, but not limited to: grievances, discipline, investigations, and unsatisfactory performance.
AEX2: Experience in providing advice and guidance to management in a unionized work environment.
AEX3: Experience in working with union representatives in order to resolve issues.
AEX4: Experience in mediating or influencing outcomes to workplace conflicts or disputes.
AEX5: Experience in delivering training or awareness sessions.
AEX6: Experience in researching and analyzing jurisprudence in order to make recommendations.
AEX7: Experience in preparing cases for review by third party jurisdictions such as, but not limited to: Provincial Workers Compensation Boards, Provincial or Federal Human Rights Commissions, and Grievance Arbitration or Adjudication Boards/Tribunals.
AEX8: Experience in participating in collective bargaining or strike management.
AEX9: Experience in working or volunteering in a mixed civilian and military environment.
