Corporate Energy Specialist (Continuous)
Parks, Recreation and Facilities Department
POSITION FUNCTION
Supports the City of Victoria to reduce its corporate GHG emissions and energy consumption and fulfills the requirements of BC Hydro’s Corporate Energy Manager Program. Works with City staff utilities, consultants and contractors to identify and to implement GHG emissions reduction projects and initiatives.
KEY DUTIES
Works collaboratively with Parks, Recreation and Facilities, other municipal departments, consultants and contractors, to achieve corporate climate action and sustainability objectives through leading the implementation, tracking and reporting of the CEEMS.
In partnership with other municipal departments, builds corporate knowledge and commitment to a goal of reducing fossil fuels usage and associated greenhouse gas emissions across the organization.
Administers projects for key energy initiatives, related to energy conservation, renewable energy generation and electrical service upgrades.
Manages corporate and community-wide low and zero-carbon energy initiatives; Monitors and evaluates program effectiveness, documents performance trends and recommends improvements for programs and initiatives.
Coordinates and administers projects, programs, grants and contracts with city staff, government, utilities and community partners.
Develops projections of energy consumption and GHG emissions to establishing targets, policies, and actions, and for assisting in the preparation of capital plans and annual operating budgets;
Establishes a building benchmarking systems to track GHG emissions and energy consumption in facilities, develops detailed policies and actions to support progress towards identified targets.
Compiles an annual GHG emissions and energy consumption inventory of facilities and operations, such as street lighting, using the City’s GHG reporting platform. Prepares quarterly and year-end written reports and participates in the Corporate Energy Manager Program as per BC Hydro Contractual requirements.
Supports the development of plans and budgets focusing on capital projects related to reducing emissions and energy consumption in buildings and building systems.
Develops and implements staff technical and awareness training on best energy management practices (e.g. behavioural/consumption, smart procurement, etc.).
Ensures full compliance with relevant federal, provincial and City regulations, permits, policies, guidelines and procedures.
INDEPENDENCE
Work is generated by annual objectives, system requirements and requests for service or as assigned by supervisor.
Work is reviewed upon completion.
Problems such as deviation from established procedures are referred to Supervisor.

KEY SKILLS AND ABILITIES

Read and interpret technical reports, plans, codes and regulations.
Provide technical guidance and advice to user departments.
Research and analyze needs and facilitate meetings and workshops.
Create procedural documentation.
Maintain accurate records and prepare budgets.
Establish and maintain effective working relationships.
Represent the City to the public and outside agencies.
Work safely on job sites.
Proficient in use of computer software tools for management, reporting, data integration and data analysis (e.g. Microsoft Word, Excel, PowerPoint, Project, Outlook, Access and other software),
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Undergraduate degree in a discipline related to business management, engineering, or resource management.
Technical diploma or certificate in energy management (e.g. Sustainable Energy Manager Associate ( SEMAC), Certified Energy Manager (CEM) or equivalent).including
Certified Technician, Certified Journeyman Electrician, or HVAC or Instrumentation discipline.
Registration or eligibility to register for professional certification in a relevant discipline, (e.g. ASTTBC, or equivalent).
Fall Arrest Certificate (8 hours)
Confined Space Training (8 hours)
Current and valid Class 5 Drivers’ License.
Experience:
5 years of related project management and research and analysis experience
or an equivalent combination of education and experience
OTHER:
May be requested to substitute in a more senior position.
Work schedule: Monday to Friday, (35 hour work week)
$52.96 per hour, Pay Grade 16
