L’Ombudsman de l’Ontario est un agent indépendant et impartial de l’Assemblée législative de l’Ontario qui promeut la bonne gouvernance du secteur public et le respect des droits. L’unité des services en français

Le Commissaire aux services en français (le Commissaire) oeuvre au sein et en tant que partie du Bureau de l’Ombudsman et joue un rôle important dans le soutien de la communauté francophone de l’Ontario. Le commissaire est nommé par l’ombudsman en vertu de la Loi sur les services en français et est chargé de veiller au respect de la Loi sur les services en français (LSF) et de recommander des moyens d’améliorer la prestation des services gouvernementaux en français.

Le commissaire assure le leadership et l’orientation de l’Unité des services en français (USEF) d’une manière conforme aux principes de l’Ombudsman et aux pratiques, politiques et procédures de l’organisation. Plus précisément, le commissaire et l’USEF travaillent indépendamment du gouvernement et des groupes d’intérêt pour promouvoir de manière proactive les droits linguistiques du français en Ontario, pour s’engager dans des activités de sensibilisation auprès de la communauté francophone, examiner et analyser les plaintes et les tendances, mener des enquêtes liées au respect de la Loi, préparer des rapports avec recommandations et surveiller la mise en oeuvre de ces recommandations. Les activités du commissaire et de l’USEF sont résumés dans un rapport annuel.

Description du poste

Le Bureau de l’Ombudsman de l’Ontario est actuellement à la recherche d’un·e leader hautement qualifié·e et accompli·e pour le poste de Direction de l’USEF afin de soutenir le commissaire. La direction de l’USEF jouera un rôle central dans la traduction de la vision et des objectifs stratégiques du Commissaire aux services en français en plans d’action au sein de l’USEF, garantissant une approche cohérente pour la protection et la promotion des services en français en Ontario. La personne titulaire favorisera des relations appropriées et productives au sein de la communauté francophone, des organismes gouvernementaux et d’autres parties prenantes pour renforcer la visibilité et l’impact des services en français. Grâce à un leadership exemplaire et une supervision stratégique, la direction stimulera l’amélioration continue, l’innovation et l’excellence au sein de l’USEF, en veillant à son alignement sur les objectifs du Commissaire en matière de promotion des services en français et de diversité culturelle.

La personne titulaire conseillera et assistera directement le Commissaire et appuiera l’ensemble de l’équipe de direction de l’Ombudsman de l’Ontario sur les questions liées aux services en français et contribuera à l’élaboration et à la mise en œuvre des plans, des priorités et des initiatives organisationnelles. Ce rôle requiert une compréhension approfondie de la francophonie de l’Ontario, de fortes compétences stratégiques et une passion pour la promotion des droits linguistiques en Ontario, une compréhension de la Loi sur les services en français (et une capacité de la distinguer de la législation sur les langues officielles), une connaissance des pratiques de l’Ombudsman.

Principales responsabilités

Les responsabilités de la direction de l’USEF englobent le leadership et la stratégie, y compris la conception et l’exécution d’une stratégie globale pour la promotion et la prestation des services de l’unité, qui correspond aux objectifs et aux priorités de l’organisation.

La personne titulaire fournira des conseils stratégiques au commissaire, traitera les demandes de renseignements et coordonnera les ressources pour y répondre. En tant que membre de l’équipe de direction de l’Ombudsman, la direction de l’USEF soutiendra l’intégration des services en français dans toute l’organisation et participera aux initiatives stratégiques. La gestion des talents au sein de l’unité, composée d’un gestionnaire et de 8 employés syndiqués (3 enquêteurs, 4 agents de règlement préventif, 1 adjointe administrative), et la promotion d’une vision unifiée à l’échelle de l’organisation sont également des tâches clés.

En termes de performance et de développement des compétences, la direction dirigera les opérations de l’unité, garantissant une prestation de services efficace et efficiente, et veillera à ce que les processus de résolution des plaintes de l’USEF soient robustes, efficaces et alignés sur les meilleures pratiques. Dans son rôle de conseil, la direction fournira des informations critiques et des recommandations à l’équipe de direction exécutive, garantissant que les initiatives stratégiques liées aux services en français soient bien informées, impactantes et alignées sur les objectifs de l’organisation.

En outre, ce rôle implique l’établissement de relations, la promotion et la sensibilisation. Cela comprend l’établissement de relations appropriées et productives avec les communautés francophones, les organismes gouvernementaux et autres intervenants, la participation aux communications stratégiques et la représentation du commissaire et de l’ombudsman lors d’événements et auprès des communautés professionnelles.

Expérience et qualifications

  • Baccalauréat dans un domaine pertinent ou une combinaison acceptable d’études et d’expérience;
  • Vaste expérience dans un rôle de leadership dans un secteur public ou un environnement similaire;
  • Expérience dans le traitement des plaintes et les enquêtes dans un environnement de surveillance administrative ou similaire;
  • Connaissance approfondie du secteur public de l’Ontario, des droits linguistiques en français et de la diversité culturelle de la province de l’Ontario;
  • Bonne compréhension de la Loi sur les services en français, de la Loi sur l’Ombudsman et des lois pertinentes;
  • Excellente connaissance de la francophonie ontarienne;
  • Expérience au sein d’un organisme de surveillance similaire au bureau sera considérée un atout;
  • Excellentes compétences en communication, en diplomatie et en relations interpersonnelles;
  • Capacité à effectuer plusieurs tâches à la fois et à gérer efficacement le temps pour obtenir des résultats positifs en temps opportun;

  • Capacité avérée à diriger des changements progressifs, à développer et à mettre en œuvre des initiatives stratégiques.

    The Ontario Ombudsman is an independent, impartial Officer of Ontario’s Legislative Assembly that promotes good public sector governance and a respect for rights. Independence, impartiality, and confidentiality are hallmarks of the Ombudsman institution. The Ombudsman’s mandate involves resolving and investigating complaints from the public about services provided by the Ontario government, municipalities and other public sector bodies, as well as investigating systemic issues.

    The French Language Services Unit

    The French Language Services Commissioner (Commissioner) operates within and as part of the Ombudsman’s Office and plays an important role in supporting Ontario’s francophone community. The Commissioner is appointed by the Ombudsman under the French Language Services Act and is responsible for monitoring compliance with the French Language Services Act (FLSA) and recommending ways to improve the delivery of government services in French.

    The Commissioner provides leadership and direction to the French Language Services Unit (FLSU) in a manner consistent with Ombudsman principles and the organization’s practices, policies, and procedures. Specifically, the Commissioner and the FLSU work independently of government and interest groups to proactively promote French language rights in Ontario, engage in outreach to the Francophone community, review and analyse complaints and trends, conduct investigations related to compliance with the Act, prepare reports with recommendations, and monitor implementation of the recommendations. The activities of the Commissioner and the FLSU are summarized in an Annual Report.

    Position Description

    The Office of the Ombudsman is currently seeking a highly qualified and accomplished leader for the position of Director, FLSU to support the Commissioner. The Director FLSU will play a pivotal role in translating the vision and strategic objectives of the FLS Commissioner into actionable plans within the FLSU, ensuring a cohesive approach to the protection and promotion of French language services in Ontario. They will foster appropriate and productive relationships within the Francophone community, government bodies, and other stakeholders to enhance the visibility and impact of French language services. Through exemplary leadership and strategic oversight, the Director will drive continuous improvement, innovation, and excellence within the unit, ensuring alignment with the Commissioner's goals for promoting French language services and cultural diversity.

    The successful candidate will direct the operations of the FLSU, offering strategic guidance and support to the Commissioner to promote and enhance the provision of French language services both within Ontario and the organization. As a member of the Ombudsman’s Executive Management Team, the Director must be an effective relationship builder and collaborator and will advise and assist colleagues on matters related to French language services and contribute to the development and implementation of organizational plans, priorities, and initiatives. This role requires a deep understanding of Ontario’s francophone community, a strategic thinker with a passion for the promotion of linguistic rights in Ontario, a deep understanding of the French Language Services Act (and an ability to distinguish it from Official Languages legislation), and a knowledge of Ombudsman practices.

    Specific Accountabilities

    The Director’s responsibilities encompass leadership and strategy, including devising and executing a comprehensive strategy for the promotion and delivery of complaint services by the unit that aligns with organizational goals and priorities. They will provide strategic advice to the Commissioner, handle inquiries, and coordinate resources for response. As part of the Ombudsman’s Executive Management Team, they will support the integration of French language services throughout the organization and participate in strategic initiatives. Talent management within the unit, which consists of a manager and 8 unionized staff (3 investigators, 4 preventive enforcement agents, 1 administrative assistant), and fostering a unified vision across the organization are also key duties.

    In terms of performance and skills development, the Director will direct the unit’s operations, ensuring efficient and effective service delivery and will ensure the FLSU's complaint resolution processes are robust, effective, and aligned with best practices. In their advisory capacity, the Director will provide critical insights and recommendations to the Executive Management Team, ensuring that the strategic initiatives related to French language services are well informed, impactful, and aligned with the organization's objectives.

    Furthermore, the role involves relationship building, promotion, and outreach. This includes establishing appropriate and productive relationships with Francophone communities, government agencies, and other stakeholders, participating in strategic communications, and representing the Commissioner and the Ombudsman at events and in professional communities.

    Knowledge, Experience and Skills

  • Bachelor’s degree in a relevant field or an acceptable combination of education and experience.
  • Extensive experience in a leadership role in a public sector or similar environment.
  • Experience in complaint handling and investigations in an administrative oversight or similar environment.
  • In-depth knowledge of Ontario Public sector, French Language Rights, and cultural diversity in the province of Ontario.
  • Strong understanding of the French Language Services Act, Ombudsman Act and relevant legislation.
  • Excellent knowledge of Ontario’s Francophonie.
  • Experience in an Ombudsman or a similar type of oversight office is an asset.
  • Excellent communication, diplomacy and interpersonal skills.
  • Ability to multitask and manage time effectively to achieve timely and positive outcomes.
  • Faculty to work hands-on while leading.
  • Proven ability to lead incremental changes, to develop and implement strategic initiatives.
