Kinder Morgan Canada is seeking an Aboriginal Engagement – Commitments Compliance Analyst for the Trans Mountain Pipeline Expansion Project (TMEP). In operation since 1953, the Trans Mountain Pipeline spans 1,150 kilometers from Edmonton, Alberta to Burnaby, British Columbia with a capacity of the 300,000 barrels per day. TMEP is approximately a $7.4B project to increase the capacity of the Trans Mountain Pipeline System by completing the twinning of the existing pipeline.
The Commitments Compliance Analyst’s primary responsibility is to establish and maintain Trans Mountain’s (TM) process for compliance with commitments related to Mutual Benefit Agreements (MBAs) entered into with Aboriginal communities. The scope may also include compliance with non-MBA commitments with Aboriginal communities that are tracked as part of the Regulatory process.
Reporting to the Manager, Aboriginal Relations within the Aboriginal Engagement Team, the duties of the Commitments Compliance Analyst will include but not be limited to:
Working with the Manager, Aboriginal Relations, to develop and implement the process TM will follow to ensure compliance with commitments. This duty would include supporting IT process development and completion of data upload to the system for tracking compliance with agreements.
Providing the central point of contact to support IT for subject matter / technical experts responsible for tracking execution of commitments, including Supply Chain Management, Environment, Emergency Management and Employment and Training.
Developing a quality assurance/quality control process for execution of commitment compliance and implementing with multi disciplinary project teams.
Supporting the project execution team with programs and schedules to implement commitments prior to and during construction.
Liaising with project controls for tracking compliance with commitments.
Managing the collation and storage of proof of completion documents for execution of commitments.
Ensuring that copies of all Agreements are held confidentially with the AET and Legal.
Implementing a process to ensure that any changes to Agreements are uploaded to the tracking system and communicated to relevant project team members.
Liaising with AET field advisors on implementation of MBA commitments.
Setup with IT and maintain an issues and resolutions tracking system resulting from on-going engagement with communities relating to MBA and regulatory commitments.
Preparing reports as required for the Manager, Aboriginal Relations, on the status of commitment execution and compliance.
Post-secondary education preferred.
Minimum of 5 years in a regulatory and environmental compliance role; experience in permitting processes for energy projects is an asset.
Ability to manage, interpret and process data.
Prior experience in data tracking and reporting.
Experience working with a multi-disciplinary team of project professionals.
Strong report writing and analytical skills.
Strong verbal and written communication skills.
Strong organizational skills and demonstrated experience in managing multiple schedules and deliverables in a short period of time.
Proficient in Excel and data management. Experience developing a database or adapting an existing data base tool is an asset.
