General Dynamics Mission Systems–Canada has a new opportunity for a Subcontracts Program Manager (SPM) to support defense acquisition and in-service support contracts that have either been awarded or are in the pre-contract award phase. The Subcontract Program Manager reports to the Senior Director of Supply Chain and works closely with Capture Managers during the pre-contract pursuit phase and with Program Manager during the post contract award phase.During the pre-contract award phase the SPM will be responsible for supporting the program Capture team with the development of Request For Proposals (RFPs) and model subcontracts. Accountable to the specific Capture Manager, the SPM will develop program level relationships with selected suppliers and be responsible for establishing all subcontract work documentation needed to develop, negotiate and close subcontract agreements.Following award of contracts, the SPM will be accountable to the specific Program Manager for managing the performance of subcontractors to ensure the successful delivery of the subcontracted scope in accordance with the terms and conditions of the established contract.Typical DutiesParticipate in an Integrated Product Team (IPT) environment to identify potential suppliers of goods and/or services required by the ProgramIdentify and establish relationships with company partners and/or subcontractorsParticipate in an IPT to develop evaluation criteria with emphasis on PM aspects of the RFP processDevelop subcontract Statement of Work (SOW), ensuring alignment with the applicable Prime ContractUpon receipt of bids, review and comment on appropriate sections of responses relative to Prime and Subcontract PM Requirements (e.g. WBS,Project Management Plan, schedule and riskSupport fact-finding and negotiation with subcontractors and provide recommendations on preferred supplier/vendor(s).Following selection of subcontractor, assume primary responsibility for all programmatic aspects of the subcontract (e.g. work execution, cost, schedule, performance, risk and scope management)Address all subcontract risk issues with subcontractor, identify and execute appropriate risk mitigation plans, and coordinate with the Program ManagerChair all Program Management Review meetings with the subcontractorAttend internal review meetings, providing required reports and highlighting subcontract problem areas with emphasis on risk mitigation/management from a programmatic perspectiveReview all subcontract amendments to ensure consistency with programmatic requirements of the Prime ContractReview and comment on the applicability subcontract document deliverablesProvide estimate of effort to support subcontract PM tasksManage GD Canada personnel and infrastructure resources applicable to the execution of the subcontract within the allocated budget for the subcontract activityAssume responsibility as Cost Account Manager (CAM) for all subcontractor cost accountsMonitor and status subcontract progress and performance relative to the Prime ContractReport subcontract status to the Program ManagerLiaise with the subcontractor Project Manager to ensure subcontract requirements are met and to resolve issues in a timely mannerManage relationships with company partners and subcontractors.Works with the Subcontractor IPT to manage the implementation if required of recovery plans by subcontractor to ensure sub-systems are delivered on time and technical performances are met at lowest cost to General Dynamics Canada.Identify opportunities for and where approved manage the implementation of cost reduction activities for allocated sub-systems.Required Skills and ExperienceBachelor”s degree in Business Administration, Law, Engineering or related field is preferable.Program Management TrainingExperience in Program Management (PM) or related subcontract management for defense programs is required to perform this job.5 years’ experience with managing subcontract or related contract and/or programmatic work within the defense industry.Experience in the Program Management and Contract Management discipline for major contracts; including management of work, cost, schedule and performance elements of a program.Experience working within an Earned Value Management system.Experience in negotiating contracts at an executive level and working with both technical and non-technical resources to establish contracts.Excellent understanding of financial management and performance indicatorsAdvanced customer service and negotiation skillsKnowledge of the defense business; understanding of the supplier base for the defense industryMust be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment.
