Scope: The Justice Technology Services – Digital Design Branch requires a two (2) L3 Solution Designers. Resources will be supporting the JTS IT Project Manager and project team and responsible for following activities: The consultant will take the lead role in: Creation of technical specifications and develop solution Design, implement and work with the project team in completing all relevant and required documentation in alignment with OPS standards. Lead the development team to implement performance improvement and issue resolution. Create end state integration mechanism and data archive strategy. The ability to document and analyze business and functional requirements, lead/facilitate JAD sessions and prepare required Architecture Documentation. Will have required experience working on large systems implementation projects, ideally with experience in all phases of the system development life cycle Create, review, and provide input and support of Enterprise Architecture artifacts for all checkpoints as required Assist with system and user interface design and modifications (data & screen) as required Ensure alignment and adherence to Ministry of Government Services processes and standards The consultant resource will interface directly with the program area staff and management and is accountable for ensuring customer satisfaction related to the contracted work items, work plan and outline of effort to completion The consultant will provide a detailed list of all work/artifacts completed on the project Ensures knowledge transfer to internal staff that is, upon leaving the project, the consultant will transfer over all information/research/documents to the client Deliverables The Solution Designer L3 with 10+ years experience Consultant will: Undertake special assignments/sub-projects as assigned Conduct, assess, evaluate and document stakeholder interests and business needs Create and validate business scenarios and use cases Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated business architecture, as well as traceability to solution logical and physical architectures Final specification and documentation of all reporting requirements for the solution Create, review, provide input and support of Enterprise Architecture artifacts for all checkpoints as required Assist with system and user interface design and modifications (data & screen) as required Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output Ensure alignment and adherence to Ministry of Government Services processes and standards The consultant resource will interface directly with the program area staff and management and is accountable for ensuring customer satisfaction related to the contracted work items Work plan and outline of effort to completion The consultant will provide a detailed list of all work/artifacts completed on the project Ensures knowledge transfer to internal staff that is, upon leaving the project, the consultant will transfer over all information/research/documents to the client Other JTS PMO and/or EA documentation, as required Presentations (as required) Status reports (as required) Other JTS PMO and/or EA documentation, as required Requirements Must-haves: 10+ years of experience working on .Net Core, JavaScript, JSP, Responsive/Adaptive UI designs, CSS/HTML5, JQuery. MediatR Framework. Hands-on and demonstrated experience with tools and technologies for building responsive UIs and experience of using and customizing libraries used for such UI design as part of an enterprise-wide project/program. Skills and Knowledge: Experience designing and building IT infrastructure Experience leading a technical team Knowledge and experience developing technical architecture Expert knowledge of Java and .NET frameworks, Servlets, Responsive/Adaptive UI designs, CSS/ HTML5, MediatR, Frameworks such as Spring, Hibernate & Struts, frontend extension libraries, SOAP Web Services, SQL, PL/SQL, Application Servers such as Middleware Technologies such as ESB, IBM DataPower, Knowledge of using DataPower to create web services for mainframes, Databases such as Oracle & SQL Server Business Architecture experience at the specified experience level Familiar with Business, Logical and Physical architecture designs and documents Experience in structured methodologies for the design, development and implementation of applications Knowledge of Zachman Framework including business / information / application / technology / security architectures Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice Knowledge and understanding of Information Management (including record keeping) policies and practices Experience in the use of business architecture and modeling software Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines Successfully completed business architectures in government settings or similar complex, multi-project/ multi-client organizations Good understanding of diverse business environments, especially government environments, and a good understanding of the business drivers in these environments Proven ability to identify and analyze business requirements Excellent analytical, problem-solving and decision-making skills Excellent verbal and written communication skills Highly developed interpersonal and negotiation skills A team player with a track record for meeting deadlines The required methodology and process mapping expertise The ability to document and analyze business and functional requirements, lead/facilitate JAD sessions and prepare required Architecture Documentation. Mandatory MUST HAVES: (At leat 8 years of) Does the candidate possess hands on experience in producing functional and technical solution design for web applications based on Microsoft .Net Core and Java based applications Does the candidate possess hands on experience in UI design, interface design of applications built on Microsoft .Net Core and Java using UI prototyping and interface design and simulation tools? Expert experience using ASP .NET Programming all supported versions, MVC, .NET Framework – all supported versions, C #.Net,VB.NET, MS SQL, XML, Visual Studio – all supported versions, MS Web Services, Enterprise Library, Team Foundation Server all supported versions System Analysis Experience in System Analysis, requirements gathering and designing use cases Communication Skills Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills A team player with a track record for meeting deadlines Public Sector Experience = 5 points Previous experience working in Government or Public Sector organizations Experience in working with Case management applications within OPS, their functional work flows and timelines mechanism would be an asset Knowledge Transfer: 1.The consultant will provide all deliverables and intellectual capital defined and developed during this assignments including: architecture, design and technical documentation Prototype and related codes, scripts, database Project Plans, Usabiity documentation, requirements documentation Capability Modeling artefacts, technical roadmaps modeling tools and their access 2.Ensures knowledge transfer to manager and project team members upon leaving the project 3.Information transfer will be an ongoing exchange over the course of the project in 1:1 meetings with Manager and Team, via emails and shared documentation on SP Site
