Period of the Call-up:

The period of the Contract is from Oct. 1, 2020 to March 31, 2021 inclusive.


To obtain 1 experienced resources capable of performing all procurement related duties for the provision of goods and services


Global Affairs Canada (GAC) has a requirement 1 procurement specialist at the advanced level to support the Missions Operations, Procurement division (AAO).

AAO provides advice, guidance, and procurement services to over 170 Canadian Embassies and Offices around the world. The procurement services range from low complexity goods purchases to multi-year higher complexity service requirements.

The work is conducted at the Gatineau office at 200 Place du Portage and is in a team environment. The resource(s) must be able to work effectively and efficiently within the team and be able to take direction from management. Due to the nature of the clients, the resource(s) must be able to conduct themselves professionally with patience and tact.


-Preparing more complex types of bid documents including Supply Arrangements (SA), Request for Standing Offers (SO), Request for Proposals (RFP), etc.;

-Reviewing Statements of Work (SOW) for completeness and adherence to Government;

-Processing various requests with efficiency while providing strong client service and maintaining client relations;

-Assisting clients in developing bid evaluation criteria;

-Negotiating pricing, delivery, terms and conditions, etc. prior to award;

-Recommending award and issuance of contracts or standing offers or supply arrangements

-Working with Departmental Financial system (SAP) in procurement/material management module to create professional services and goods contracts;

-Working with Remedy (workflow tool);

-Processing call-ups against standing offers and creating contracts against supply arrangement

-Solicit bids and request for quotations from vendors

-Negotiating pricing, delivery etc. prior to award

-Recommending award or issuance of contracts or standing offers or supply arrangements

-Following direction from management with regards to practice and policy in the department.


This requirement is to fulfill resource gaps and workload demands, 37.5 hours a week.


The department will provide workstation and all supplies necessary to perform required duties.

MANDATORY CRITERIA (resource must have the following)


-Secondary school diploma is required;

-Certificate, diploma, or degree from a recognized post-secondary institution, in a relevant field or an acceptable combination of education, training and experience is required.


Minimum of five (5) years of experience in the procurement field is required;


  • International Procurement Experience;
  • Real Property Experience; ASSET: Construction and A&E experience.
  • Procurement of goods and services for one or more of the following commodities:
  • Vehicles, cleaning services, landscaping, property maintenance, catering services, security guard or protection services, moving or relocation services, transportation or logistics, emergency services, insurance or related services, hotel accommodation services, communication services such as event delivery, conferences, trade show exhibits, graphic design.
