THE OPPORTUNITY
Job title and scope: Legislative and Policy Advisor – Corporate Services
Reports to: City Clerk/ Corporate Officer

Location: Cranbrook, BC

THE JOB SCOPE
Reporting to the City Clerk/ Corporate Officer, this position is responsible for assisting the Corporate Officer, in planning and coordinating the administrative, clerical and para-legal activities of the City. The incumbent is responsible for policy and regulatory projects involving complex and specialized problems and often politically sensitive issues. The incumbent coordinates and supervises elections activities during a municipal election, and acts as a Deputy to the Corporate Officer for all statutory functions under the various Acts, Statutes and Regulations.

Key Accountabilities:

  • Draft, revise and consolidate municipal bylaws and make recommendations for the enactment and repeal of bylaws to further the Council’s and the City’s policy strategic objectives.
  • Conducts extensive research and provides interpretation of bylaws, legal documents, procedure and policy manuals, and provincial legislation. Provides guidance and reports to Council and administrative staff.
  • In consultation with the City Clerk/ Corporate Officer, provides assistance to other departments on legislative and para-legal matters. This may include requesting, reviewing and interpreting written and verbal legal opinions.
  • Prepare correspondence arising out of Council decisions and assist in the drafting of sensitive correspondence for Council.
  • Providing advice and guidance throughout the Corporation, including to Council and City Liaisons to committees and boards.
  • During election years, the position is responsible for the coordination and oversight of the elections process and related contractors and staff, under related bylaws and legislation.
  • Conducts research, analysis, and related work on special projects, including business cases and stakeholder consultations.
  • In consultation with other Corporate Services staff, provides policy and legislative guidance relating to the City’s records management systems and procedures.
  • Supports the Corporate Officer in addressing Freedom of Information and Privacy requests, including legal interpretation and administration of requirements, and gathering and releasing applicable information.
  • In response to directives of Council and the CAO, and in consultation with the City Clerk/ Corporate Officer researches and develops new and revised policies and regulations.
  • In the absence of the City Clerk/Corporate Officer, the position may be asked to coordinate Council agendas and packages, take Council meeting minutes, and address any resulting actions and reports normally handled by the Clerk.
  • Education and qualifications

  • A recognized undergraduate degree in Law, Para-legal Diploma, Public Administration or an equivalent level of education and experience.
  • Successful completion of related Municipal Administration courses and training will be preferred
  • Experience and Abilities:

  • At least (4) four years of related experience is required in a municipal, provincial or similar government setting. This includes experience in research and analysis of policy and legislation; drafting correspondence, policies and reports; coordinating and preparing meetings; and, taking and preparing minutes.
  • Knowledge of applicable legislation relating to local government.
  • Demonstrated ability to establish and maintain effective working relationships with Council; management and staff; representatives of various community groups; the general public; government officials; and other external and internal stakeholders
  • High level of sound and independent judgment, reasoning, and discretion
  • Proficiency in keyboarding and proof -reading skills.
  • Ability to maintain strict confidentiality
