What’s the job?
As a member of the Compliance team, the Compliance Manager, Market Conduct is responsible for managing market conduct compliance program at Coast Capital Savings Federal Credit Union and its subsidiaries (‘Coast’). This position plays an important role in protecting Coast against regulatory, strategic and reputational risks as identified through self-reporting by the First Line, compliance assessments, complaints, and whistleblower reports. The incumbent will develop innovative solutions to managing regulatory obligations and risks within the organization’s growth strategy and in alignment with the Financial Consumer Protection Framework

What you’ll get to do:

  • Adapt to rapidly changing regulatory environment and stay up-to-date with new Bank Act requirements, including the Financial Consumer Protection Framework.
  • Educate stakeholders on emerging regulatory changes and industry practices, especially related to Sales Practices and other high-risk areas.
  • Build and execute on enterprise-wide Market Conduct training program and develop plain language guides for the Business Lines.
  • Able to manage competing priorities with a risk based approach.
  • Provide support and guidance to the Business Lines, including Operations Team, to ensure understanding of Coast Capital policies, Codes of Conduct, Public Commitments and Market Conduct Obligations (“MCOs”).
  • Provide market conduct guidance to Product Development on new products or modifications to existing products and services.
  • Responsible for second-line oversight of compliance with market conduct obligations.
  • Responsible for investigating market conduct compliance issues, providing challenge to lines of business, overseeing corrective and remediation plans, and coordinating business stakeholders and deliverables.
  • Responsible for escalations of Reportable Compliance Issues (“RCI”) to Chief Compliance Officer and the Financial Consumer Agency of Canada (“FCAC”). Prepare regulatory filings and coordinate with FCAC on information requests and RCI investigations.
  • Review First Line controls, policies and procedures to identify gaps and provide recommendations to Lines of Business.
  • Support Director, Market Conduct with compliance initiatives for the purpose of improving Coast Capital’s market conduct and to enhance member experience and Coast Capital’s reputation.

Who are we looking for?

  • A minimum of 5 years of job related work experience in compliance and/or risk management, including significant experience dealing with regulatory compliance requirements for banking products and services.
  • Bachelor’s Degree or a diploma requiring 3 – 4 years of full-time study.
  • University degree in a related field such as Law, Compliance or Business Administration. Strong knowledge of financial products and services, and industry best practices. Relevant professional certification is an asset. Knowledge and training in investigations and building training programs is an asset.
  • Strong knowledge of MS Excel, Word, Outlook and Power Point.
  • Strong analytical skills and the ability to synthesize large amounts of complex information.
  • Ability to write clear, concise and plain language recommendations for lines of business.
  • Well-organized, professional demeanor and ability to manage time, balancing the need to resolve issues quickly with an effective and thorough analysis.
  • Ability to multi-task a number of responsibilities and conflicting priorities and timelines.
  • Ability to work independently and deal with confidential and sensitive matters in a professional manner.
  • High ethical performance standards and professionalism.
  • Demonstrated self-starter and effective problem-solver.
