For this position, we are looking for a person with a relevant experience in a similar operation’s representative role for a rail transit project of a similar scope.Your Road MapAs a member of the management team, theAssistant Operations Managerwill report directly to the Operation Managers.According to best practices, under the Operations Manager’s, and supported by the Transdev Canada Rail team, theAssistant Operations Managershall:Assists with the oversight, management, and planning, of the day to day realization of Revenue Service for the Transdev Obligations on the Valley Line Light Rail Operations;Assists with the management of timely Revenue Service for the Edmonton Valley Line LRT operation, including interfacing with TransEd OMJV Asset Management Team, in order to ensure the availability of the rolling stock for preventative and corrective maintenance (coordination with Maintenance department);Assists in utilizing and developing staff and a unionized workforce to achieve a high degree of employee morale and productivity;Be directly responsible for all of the day-to-day responsibilities of the Operations Manager during periods of absence, including scheduled non-overlapping coverage between the Manager and Assistant Manager.Pre-Operation stage:Participate in the Mobilization Stage to assist with the selection and building of the Operations team;Participate in the production and/or review of all the necessary documentation (ie. operation plans and schedules, operating rulebook, standard operating procedures (SOP’s), training manuals, etc.) to support the operation of the Edmonton Valley Line Light Rail operation;In collaboration with the Operations Manager and with the TransEd OMJV Project Team:Assist with design and optimization reviews during the pre-operation stage in order to minimize the conflicts during the operating phase;Support the Operations Manager during the testing and commissioning (T&C) stageEnsure that the required OCC and LRV operation crews are trained and ready to support the T&C activities as required by TransEd OMJVAssist with the planning for OCC, LRT line supervision, and LRV operation personnel to be trained on a “just on time” and “train the trainer” principle;Assist with the organization of testing, commissioning and trial running, for the operation aspects;Support the Operations Manager and the TransEd O&M Team in matters and issues related to the Design and Build stages;Support the Operations Manager in the definition of the organization for the management of Operations Documentation (ranking of the documentation, review process, approval process, etc.);Assist with the review of necessary framework during the pre-operation stage in order to ensure a smooth transition into the Testing and Commissioning activities, as well as the start of Revenue Service;Ensure that incident/accident investigation and reporting is properly set-up for the pre-operation stage.Participate actively in committees and meetings with other TransEd”s partners and the City of Edmonton regarding the development and planning of the pre-operational phase of the project.Operation stage:Assist the Operations Manager with the overall management of the Operations department (under Transdev’s scope of work);Help define the hiring and training plan related to Transdev’s Scope for Operation activities;Support the Operations Manager in the shared responsibility to ensure the efficiency of Operation activities and LRV timetable adherence (TransED operators/Transdev supervisors), in order to meet the defined Service Quality KPI’s for the global LRT System, in order to maintain the expected quality of Revenue Service;Under the authority of the Operations Manager, validate the Operation portion of the principal Risk register, and update it as applicable to ensure that Safety is ensured in a proactive manner;Participate in the periodical analysis and reporting related to incidents and failures, and collaborate with the Maintenance Director in order to ensure the implementation of remedial actions and continuous improvement for the VLLRT;Participate in the optimization of the maintenance and operation coordination and scheduling in order to guarantee the availability of Rolling Stock for operations, as well as preventative and curative maintenance activities;Under the authority of the Operations Manager, assist with the preparation of yearly budgets for the Operations department (under Transdev’s Scope of Work), including staffing, training, consumables, tools, external assistance, etc.;Support the Operations Manager for all OM&R related matters;Support the Operations Manager for any required participation in operation related committees with the Client as the OM&R representative for Operations when required.Management:Assist with the Operations Manager management of Operation activities according to the contractual obligations, ensuring that operational performance and reporting are according with Transdev’s Scope of Work and obligations;Develop internal partnerships with the other departments (Maintenance, Communications & Public Engagement, Finance, HR & Training, as well as HQSE), contributing to the delivery of well-coordinated, quality transport services to the public of Edmonton;Participate in the revision of appropriate policies and programs for the train supervision and operation of the VLLRT System;Assist with management of VLLRT Operation activities, including human and technological resources, for the Transdev Scope of Work;Direct staff by providing guidance in the validation and/or preparation of operation plans, operating rulebooks and standard operating procedures (SOP’s), as aligned to meet the contract performance and business objectives;Manage staff roster and availability to ensure the correct amount of people if available to undertake a safe and efficient operation of the VLLRT System and meeting the client”s KPIs requirement;Support and/or ensure the hiring of the Operations employees as per required skill set and knowledge;Collaborate with the Human Resources and Training department for the hiring and training, as well as providing continuous improvement programs for the VLLRT Operations employees;Participate in meetings and accept interface responsibilities and accountabilities with the other managers;Participate in the monthly performance meeting (analysis of KPI’s and improvement plans) in collaboration with other departments responsible for KPI’s in the VLLRT O&M and protect Transdev’s Scope of Work and KPI’s as required and in the Operations Manager’s absence;Support the Operations Manager in the provision of strategic advice to the General Manager, if/when required.Profile sought – Required skillsQualifications and education requirements:Management Degree, or equivalent experience, with experience in Metro, LRT or Tramway OperationsA combination of strong O&M experience and management skills will be consideredWork experience requirements:A minimum of 5 years of relevant experience in a similar operation’s representative role for a rail transit project of a similar scopeFormer experience in greenfield start-up of transit operation, including supervising and training of OCC and Transportation staff, assisting with the review of operation procedures and manuals, testing, commissioning and trial runningFormer experience leading a multi-disciplinary unionized team working on different shifts would be an advantage.Preferred
