Job Title: Technical Operations ManagerWork Site: Workforce Analytics Offices – West BroadwayStatus: Temporary Full Time – until December 2019Reference#: 111239-aleJOB SUMMARY:Reporting to the Director, Data Management & Reporting, the Technical Operations Manager leads a team responsible for the development, implementation, utilization and maintenance of an administrative data warehouse as well as reporting systems for Vancouver Coastal Health (VCH).In this exciting role, the Technical Operations Manager:Leads the development of the data warehouse strategy including maintaining a budget, hiring and overseeing staff, overall project management, development life cycle, resolution of issues with existing systems, and providing overall technical guidance to other Decision Support team members.Develops and implements systems to meet the information reporting needs at VCH including data warehouses, Decision Support systems and other reporting systems including Business Intelligence (BI) tools for the organization.Ensures the translation of clinical and business needs at VCH into optimized data storage systems.Assume responsibility for all data and system security related to the data warehouse, in line with VCH’s privacy guidelines.Provides ongoing evaluation of Decision Support systems and recommendations to improve future information needs at VCH.Advises on all training and education of reporting and Decision Support systems to other Decision Support staff and other staff throughout the organization to ensure that reporting tools are utilized efficiently and effectively.QUALIFICATIONS AND EXPERTISE :QualificationsBachelor’s Degree in Computer Science or related discipline, plus five to seven (5-7) years’ experience in data warehousing development, including 2-3 years of management experience, or an equivalent combination of education, training and experienceExpertise:Experience in managing Data Warehouse systems as well as capacity planning and scaling with overall Data Warehouse infrastructure.Enthusiastic leader and proven track record of developing team members including permanent and contract staff.Proven ability to effectively manage in a large and diverse environment.Proven ability to plan and execute complex projects with stringent timelines.Ability to strategize and utilize diplomacy in handling and maintaining relationships.Ability to provide, create and support innovation within limited resources.Ability to provide leadership, motivation and guidance while demonstrating commitment to excellence.Ability to develop strategies for team members and VCH staff with dealing with change and transition.Strong data modeling and dimensional modeling skills.Strong ETL design and development experience.Advance knowledge and experience in SQL.Ability to adapt, learn and build on new technologies.Ability to translate business needs into data requirements.Familiar with data quality processes for data warehousing and ability to lead and advise data quality staff.Excellent communication and interpersonal skills.Keeps abreast of technological changes, anticipates opportunities and ensures readiness for future technology changes and enhancements.Utilizes effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes.Please Note:The duration of this temporary position is until approximately December 2019.Only short-listed applicants will be contacted for this posting.***Employees of VCH must apply via the Internal Application Process.
