The scope of these services includes Food Services, Housekeeping, Laundry, Waste Management, Patient Transportation (Ambulance), Retail Development, and Revenue Optimization.Creating Value through Innovation, Contract Optimization & Operational Excellence.Job SummaryReporting to the Corporate Director, you”ll be accountable for ensuring all service contracts are effectively managed across the Lower Mainland for Vancouver Coastal Health, Providence Health Care, Provincial Health Service Authority and Fraser Health. Effectively managing contracts requires the Manager to ensure ongoing vendor compliance with terms & conditions, particularly with respect to insurance, bonding, and other requirements. As a Subject Matter Expert (SME), you”ll also be responsible for providing timely support to Regional Contract Managers, and all service contract related activities for Business Initiatives and Support Services BISS and other lower mainland health programs requiring such services.The Manager understands and supports BISS service contract goals and objectives, which include building and implementing excellent contract management, fostering strong working relationships with vendors, strategic sourcing strategies, negotiating agreements with vendors, creating and managing standard service contracts terms & conditions, maintaining fair business practices, ongoing risk assessment and risk mitigation, and other components required in a center of service contract excellence.Key Accountabilities Include:Ensuring consistent application of contractual terms relating to change orders;Guiding and supporting BISS contract managers in ensuring that mutual contractual obligations are met;Working with LMSS to ensure that contract/RFP terms and conditions reflect standardized and most current best practices;Supporting and participating in the negotiation of vendor agreements;Supporting and educating Regional Contract Managers and other operations team in understanding and interpreting contract language;Training Regional Contract Managers to undertake risk assessments/obligations audits of contracts and conducting compliance audits;Drafting basic contract documents (policies, procedures, change orders and notices) and assisting in developing service schedules;Creating and maintaining service contract documentation and processes that supports cost effective operational excellence;Participating in the preparation of negotiating strategies in appropriate leaders and stakeholders and negotiating change orders;Identifying opportunities to merge/consolidate contracts, improve terms and conditions as well as enhance consistency/standardization;Supporting requirements for performance reporting and billing accuracy are incorporated into contracts;Managing projects as requested from inception to completion and assisting with contract negotiation as required;Working with key stakeholders during the term of a service contract to advise and assisting Regional Contract Managers (and others) in contract interpretation on key issues such as termination, extension, scope change and other subjects to ensure timely risk minimization;Contributing to the development of policies and procedures for strategic contract management, participating in the award of contracts and purchase orders, including those of a which may result in changes to existing staffing at both health authorities.Performing other related duties as assigned.Qualifications and ExpertiseQualificationsPost-secondary Degree in Business Administration, Law or related field and/or completion of the Purchasing Management Association of Canada certificate.Eight (8) to Ten (10) years’ recent, related experience in a contract management position in the public sector or health care environment or an acceptable combination of education, training and experience.ExpertiseComprehensive knowledge in service contracts, compliance and risk.Good understanding of contract law and commercial terms & conditions.Good experience in managing partner/vendor relationships.General knowledge of the BC Health Care Industry environment.Effective leadership and communication skills to foster a respectful and motivating environment.Competently utilizes spreadsheet and word processing applications at an intermediate level and has a reasonable knowledge of computerized purchasing systems, including e-commerce applications.Strong analytical, organizational, communication, interpersonal and administrative skills.Physical ability to perform the duties of the position.VCH Management Competencies:RespectYou question actions inconsistent with our valuesYou treat people with fairness and respect independent of their status or disagreement with youPerformance ExcellenceYou hire great people and expect great things from themYou inspire others with your thirst for excellenceLearning OrganizationYou create an environment where people can flourish and growYou seek what is best for the health system, rather than the best for yourself or your group.Courage to InnovateYou challenge the status quo to improve quality and sustainabilityYou take smart risks and make tough decisions without agonizingPlease note:Successful applicants may be required to complete a Criminal Records Review Check.Only short-listed applicants will be contacted for this posting.***Employees of VCH must apply via the Internal Application Process.
